A very beautiful and interesting piece. I'm not sure whether to call this a collar or mantle. It may have at one time had some beaded net that went over the shoulders.
Either way, this piece has some very lovely beading detail. It has hook and eye closures down the front and straps on the sides.

Beautiful for study or display, likely too fragile to wear.
There are several worn places along the edges, a few thin spots, fading, and holes, some missing beading, etc. The straps on the sides are torn/shattering.
